Do all blades in the RAC have to be physically located in the same building?

Do they have to? No.
Should they? Yes.
If you want DR site, use Data Guard not RAC.

Thanks for the reply. The reason I'm curious about RAC as opposed to data guard is because it looks like RAC can be implemented with the standard license (which we have two of) whereas data guard requires enterprise licenses.

RAC is a paying option of Standard and Entreprise Edition.
Data Guard requires Entreprise Edition but standby database does not.
You just have to transfer your logs and manage switch by yourself.

RAC is included in the price of DB SE. But if you ever need to upgrade to EE know that it will cost more, but who knows if you will still be working for that same company...

Intended uses:

RAC is for high-availability and resource sharing.

DataGuard is for disaster recovery and off loading reporting function from an application's DB server
