I want display horizontal Toolbar at bottom of My Form .

Open block's property palette, go to Scrollbar section and change its "Scroll Bar Orientation" property from "Vertical" to "Horizontal".

[EDIT]I apologize, I didn't read the question carefully enough; I translated it as if you've asked for help about SCROLLBAR instead of TOOLBAR.

What do you call a "horizontal toolbar", anyway?

Sorry but the supplied toolbar object either goes at the top or the left of the screen.

You can write your own toolbar as a canvas and place it at the bottom of the screen but you can't put a real toolbar there.
