Hi this is Rizwan,
I have a tabular column with 10 records and I want to change the background color according to the number Say if value is less then 3 then green, if between 4 and 7 then red, and if between 7 and 10 then blue Please help me as soon as possible,

Why do you refuse to read the OraFAQ Forum Guide? It contains a section called "How to get a quick answer to your question?". In there you'd see that one of them is to Search the board.

As I've created an example that demonstrates a solution for your problem, search for messages that contain a "colour" keyword, are written by me and are located in the Forms forum.
