In the Oracle CPU document for October 2007, I notice there is no entry for the database software 9.2.0.7. Only Oracle DB 9.2.0.8 is mentioned, where before both these versions were listed.
Has Oracle stopped supporting Oracle Database 9.2.0.7?

CPU are only available for the patchsets indicated.
That is 9.2.0.8 for 9.2.
9.2 is in extended support, so only latest patchset is supported.
