I can think of four preprequisites for translation. If anybody else can think of more, please feel free to add to this list.

1.) you must be able to read (or hear),
2.) you must be able to understand the language the source text is written (or spoken) in,
3.) you must be fluent in the target language,
4.) you must be able to write or type (or dictate).

If the content is more than 4 words (or equal to -->I'm not not sure), it will be translated unless all are in capitals.
