Forms buttons are 3D (by default); to make them blue, you'll have to change button's Color properties:
- Foreground color -> white (text on a button; make it Bold)
- Background color -> blue (button color)

I tried to simulate your Mac OS style; this is how it looks like.

Switch your operating system from current one to Mac OS or MS Vista.

Go to the Oracle Forms website, there is a Java thingy there that lets you rewrite all the interface stuff. I'm fortunate, my organisation only cares that the application works, not that it looks like something else.
