Do we need to apply all the patches from 2005 to make the database secure
http://www.oracle.com/technology/deploy/security/alerts.htm
or ..we can ignore all the patches and can only apply the latest patch to make the DB secure.

My understanding is the latest patch is cumulative.

Cumulative.
This is what is said in the readme file and in all the Metalink notes that are in the link you posted.
