Is there any formula / methods to estimate the size of the export dump file without actually running the export?

Yes, you can use the “ESTIMATE ONLY” command to see how much disk space is required for the job’s dump file set before you start the operation.

I think ESTIMATE_ONLY is available only with data pump or 10g.
I am looking for something in Oracle 8i/9i.

Have a look at Metalink note 106465.1: "How to Estimate Export File Size Without Creating Dump File".

But this runs the export but does not create the dump file.
There is no way without this run.
