hi,
i loged in to a server as admin user (ORA_DBA group in windows).When i tried to connect using Connect "/ as SYSDBA" ,i get error insufficient privilleges.What could be the reason here ?Does it mean SYS dont have SYSDBA prililege ?

Have you checked that sys have been granted the sysdba role ?
dwadm@DW.US.ORACLE.COM> select * from v$pwfile_users;
USERNAME SYSDBA SYSOPER
------------------------------ ------ -------
SYS TRUE TRUE

re-iterating...
my OS user is under ORA_DBA group in windows
SYS is granted SYSDBA, i can connect as sys/welcome as SYSDBA
SQLNET.AUTHENTICATION_SERVICES= (NTS)
a question.Does password file has any role to play here ?

IMO, no it does not.
If you are desperate, you could try
SQLNET.AUTHENTICATION_SERVICES= (NONE)
