hello
we have a web based application made with oracle forms and reports 10g using oracle database 10g on windows 2003 ip=192.169.1.1
, oracle AS 10g windows 2003 192.169.1.2
all clients can connects using the web browser,
how to make this application accessible through the internet from anywhere

I supose this is more an networking question.
Somehow you have to make sure that the IP adres and port on which oracle forms is listening can be "found" from the internet.
This probably involves some routing, NAT-ing firewalling.
I think your network administrator should be able to help you
