Can we not use a looping structure or go_block while using the when_validate_record trigger in custom.pll? Also, are there any other such restictions?

It is not a loop that bothers you, but a restricted procedure (GO_ITEM) in the WHEN_VALIDATE_RECORD trigger. Search through Forms Online Help System for "restricted procedure" and see what Oracle has to say about it.
