I couldn't find a good search list to show the threads where this question has been asked previously.

Basically, you can't. 'Distributing an exe' is a PC concept. Oracle runs on various pieces of equipment and operating systems. An 'exe' would not be compatible with all of them, therefore, it is not the method used for distributing a Forms application.

Form would be in a directory on an application server; user will access (run) it using web browser.

As its name says, it should be a server (somewhere on the network (LAN, probably)) available to other users. It could be even your PC. Clients don't have to install anything of Oracle software. All they need is a web browser (such as Internet Explorer). When they start the application for the first time, they should install Java Initiator (I believe that download from a server to their PC's will start automatically) and that should be all.

Key the URL that you just supplied into a browser on the other PC and you should be able to connect.
