Can we connect to a remote database from windows without using @ , by setting any environment variable similar to TWO_TASK in Unix ?

Since I think ORACLE_SID can be used to connect to local databases only ...

You should be able to issue the following at the command prompt prior to making the connection:

C:\> set local=<tns_alias>
