While trying to open the layout editor of a form, an error is coming "Oracle Forms Designer has encountered a problem and needs to close.We are sorry for the inconvenience".any idea why is it so.

It seems that something is wrong. I don't know what because you didn't provide much information - for example, what version of Oracle Developer Suite did you install on which platform? Did you check whether Developer Suite version is supported by your operating system version? If it is, was the installation successful? Did you try to reinstall the product?
