Hi,
Is it possible for me to take the certification for Oracle 10g OCP first and then in another 2 or 3 months time I can take the Hands-on Course?

Yes,
You can do the exam's prior to the course if you wish. Obviously you won't get the Certificate until you have passed the exams and had your course attendance verified.
When I did my OCP exam for 10g I hadn't had my course attendance verified yet but all went though fine.
