Hello, I have Oracle 9i running on Windows Server 2003. I am a Windows administrator, and want to create an operating system role (user or group) that allow this user or group to create databases without being member of the windows administrators group.

Can a user create a database in server, using the database configuration asistant fron another computer?

What does the Windows Installation Guide found at http://tahiti.oracle.com have to say on the subject?

Under the window environment, when you install the oracle, it creates a group called ORA_DBA. You can run the lusrmgr.msc from the command or run to see the groups.

Please give a try to create the user and put him inside the ORA_DBA group. As far my understanding, that person could connect as sysdba to database without a password and then use the database configuration assistant to create a new database.
