Hi,
Is there any API or any other method (apart from Data loader or ADI) to populate new values in one of the value set in GL.
This value set is of Independent Type and there are existing values in the value set.

Well, you could use FNDLOAD. It extracts AOL configuration from one instance, moves it to a file which you then can use to upload it into another instance. See the System Administrator's Guide for details. The manual is available for download from OTN.
FNDLOAD is based upon an API of sorts, but this is not a public API, so from a support point of view, it is almost as bad to use it as to put data directly into the tables. If you want to use it anyway, take a look at the packages with names starting with "FND".
