LRM-00109: could not open parameter file: ORA-01078 [message #179400]

I get the following errors while starting up the instance on HP-UX.
LRM-00109: could not open parameter file '/u01/oracle_home/OraHome1/dbs/initdb.ora'
ORA-01078: failure in processing system parameters

My parameter file is in the default location $ORACLE_HOME/dbs
and my oracle home is set to /u01/oracle_home/OraHome1.
Can someone please advise what is causing this error?

Database: Oracle 9.2.0.2.0

Are you sure that file '/u01/oracle_home/OraHome1/dbs/initdb.ora' exists, and user oracle have right to read them(inclusive acces to read to all directories until the file)?

Yes, the oracle user has right to access all the directories.

To verify if file are accesible make cat '/u01/oracle_home/OraHome1/dbs/initdb.ora'. Oracle database cannot to see this file. So it is inaccesible to database. You are connected under oracle?

I am connected as oracle and I can very well cat the contents of the file.
