Using DBMS_FLASHBACK Package

Select DBMS_FLASHBACK.GET_SYSTEM_CHANGE_NUMBER from dual;

Could you please explain me what is SCN? from my knowledge whenever transaction either commited or rollback then SCN will be generated!am i right? if this is the case then i made only one transaction but your query results with different number?

when commited yes NEW SCN generated.

but for rollback i dont know ??

dba gurus ?? any answer ??
