As per tom site a SCN will be generated after every commit, does it mean after internal commit or after user commit?

I'm using oracle 10gR2 in this I've open two session in one session I'm keep on chking the SCN ID(ever 3 sec, it has been changed). In my second session I do fire my commit.. immediately I try to get the SCN number in the first session but it never change(I mean it change only every 3 sec)
