According to me UNDO has no relation with the size of the database, it totally depends on the type and amount of transactions against the database. You can control the behavior of UNDO management by init parameters like UNDO_RETENTION etc or in 10g R2 you can let oracle manage all this for you and you can increase/decrease the size of UNDO at any point if needed. There is no thumb rule which we can follow to configure the UNDO in first shot, it needs thorough testing and lots of experience.
