Hi all,
Understand that this is to resolve connection information. If i choose only for hostname, I'm not able to tnsping the instance that i configure.
NAMES.DIRECTORY_PATH= (TNSNAMES, ONAMES, HOSTNAME)
[ISS] C:\oracle\product\10.2.0\client_1\BIN>tnsping ddev

What does hostname actually does? Thanks!

May be the problem of tnsnames entry.
Hastnaming can be used by configuring hosts file.
In windows it is in $WINDOWS_HOME\system32\drivers\etc\ folder.
