What happens to the user process who tries to connect and there is no more pga free to be allocated, because the pga_aggregate has already been allocated to other processes.

The pga_aggregate_target parameter is just a target, not an absolute maximum. Oracle can at times allocate more PGA memory (if needed).

What will happen, in case there is no free memory in ram?
