I have a VPD enabled user on my db instance. If i take an export of the data in that user and import it to another user in same instance then will it work? or is there any other means to do that??

That is one of the few purposes of export/import. Export some table from one user and Import it into another.

Try it out and if you come across any problem then post back with problem.
