We have an application that is written in C/OCI, and we want to use FAN on the
database. Can we write C APIs that will work with FAN (monitoring)?

You can find what you need in the Oracle Call Interface Programmers guide in the Advanced Topics chapter. You can get this at docs.oracle.com. The short answer to your questions is absolutely YES.
