I hope you all realize that there's a hands-on course requirement for OCP-DBA and OCP-Web Admin. I'm not sure about the details since I was "grandfathered" in. It sounds like you need to take an ILT or online course through Oracle University. That would cost you another US$3000.
I don't know what Oracle's official reason for the change was, but I suspect good old Larry didn't like how other training providers were making money off of his certification program. Not to mention the availability of illegally copied self-study software.
