How to devote this error.
I assume its some wrong setup of organization interaction.
At least give description from metalink.

What application were you using?
What version of APPS were you using?
Which Form were you using?
What version of the form?
Is it a standard form or a custom form?
What were you doing (or trying to do)?
Have you searched MetaLink yourself?
I searched for APP-GMF-87321 and just 87321 but couldn't find anything.
