To assume, in general, that if someone is running version 9.2.0.1 that they don't actually have a valid Oracle license for the database they are running?
It would certainly mean they don't have a maintenance license.

No! Why would you make such an assumption?
A client may run any version of Oracle and still have a valid license agreement and a valid support/ maintenance contract in place. However, when a product is desupported, the client may only be entitled to limeted support.

Well I guess I mean for that version specifically. 9.2.0.1 which had quite a few bugs, plus was for so long the main downloadable oracle version.
I would think any shop that had maintenance would have patched to something higher, and unless a company got extremely unlicky and bought no maintenance and a one time server license, it wouldn't have been for 9.2.0.1.
