Search for DBMS_JOB in this forum / google.
Use dbms_job to schedule the procedure to run within oracle.
or
use a shell script/ batch script to wrap the procedure and schedule it from OS scheduler.

Look up the DBMS_JOBS package. Something like this should do what you want. Run it from SQL*PLUS. Substitute your procedure name for proc1.

VARIABLE jobno number;

begin

DBMS_JOB.SUBMIT(
:jobno,
'proc1',
sysdate,
'TRUNC(SYSDATE) + 5.5/24');

commit;
end;
