If I set client NLS characterset same as database character set (UTF8), Oracle assumes that the data being sent or received is of the same character set, so no validations or conversions are performed.
If client is using English Windows and need to insert/view all east asian character to/from database, which characterset I need to choose?

Not sure if other character sets are available .. but in a similar kind of scenario at my end problem is fixed by setting the client's NLS setting to UTF8 .
