The worklist was removed from the framework home page because of some performance issues. Roel showed you how to put it back in using personalisations. It would then appear on top above the navigator menu with responsibilities and functions.
Is there any particular reason you would like to not show the navigator menu to your users? Personally I would find it highly annoying not to have access to it straight away.

Judging from your screenshot it seems you are not using the Framework version of the home page. To get the worklist onto the first page after logging switch to the Framework version by setting the profile option "Self Service Personal Home Page mode" to "Framework only". Then see Note 264733.1 on Metalink for details on how to add the worklist to the personal home page.
