I have Oracle Express Edition in my Client System. In a periodic facion The client will connect to the Server Database(orace Database) thru internet(VPN). I need to Syncronize all the data from the server to client and clinet to server and make both the database consistant. does oracle has any provision for Data Syncronization Process.

Yes oracle have. Have a good read of Oracle Advanced Replication Manual to start and welcome to the club.
