I believe that most licences are from Oracle. It may also be possible to organise licences through resellers but I have no idea who resellers are in the UK. Go to www.oracle.co.uk and it will take you to the Oracle page for UK. Press 'store' and then 'UK'. You can order there.
BUT if you are a private person experimenting and developing an application for yourself or another person I am confident YOU don't need to be licenced but the end-user WILL have to be licenced. If you are a software development company then you probably will need to be licenced. At least for the PERMANENT Oracle applications you develop for your own ongoing purposes.
Telephone Oracle, they will be very happy to tell you what you have to do.
