Where can I get information on 10g enterprise manager?

The 9i enterprise manager I am able to manage multiple instances from one gui console. I can also terminate dangling sessions, manage roles, and delete users. I can't seem to do these things with 10g Oracle Enterprise Manager. What am I doing wrong here?
