After i've SHUTDOWN the database in oracle 10g, I fail to STARTUP all the database in my local pc again.

At first i SHUTDOWN database A, then i perform STARTUP, but it fail. So, i try to connect to another instance, but fail also... Oracle give me the error message ORA-12528: TNS:listener: all appropriate instances are blocking new connections. Why is this happen? Will it affect other instances when i shutdown database A?

make listener service automatic
Also check listener.ora file for its entries.
