Why system's default tablespace is TOOLS and sys has system?

SYSTEM tablespace should be default tablespace of user SYS only.
Day-to-day maintenance of database should be done as the user SYSTEM and not as user SYS user.
In order to maintain the database, Oracle DBA as user SYSTEM will be creating some objects and dropping them and use them as and when required so it is preferable for this user to have TOOLS tablespace as default.
In order to maintain sanity of SYSTEM tablespace, we should avoid objects of other users except SYS user only, in this tablespace.
