Search for the TNSNAMES.ORA file in the developer installation directory. Let it point to the other TNSNAMES.ORA file ( of your Oracle PE installation ). You can do this by putting

IFILE=_the_other_tnsnames_ora_file_location_

instead of whatever is in there.

Hi,
U can connect by following steps.
1. First go to directory of installation of
oracle8i/ora81/network/admin/tnsnames.ora
open tnsnames.ora as text file.
copy only that loop which contains database/service name
2. Then go to directory of installation of
d2k6i/net81../admin/tnsnames.ora
open tnsnames.ora as text file.
Then Paste it down.

Then check connection.

I'd suggest not to. I'd still go for the IFILE solution I suggested earlier. It's easier to maintain, but hey: it's your environment.
