It always is...

Have you opened Forms yet? Do so.

In the object navigator you can define popup menus.
In the item/canvas properties you can set it.

A popup menu comes up when you press the right-mouse button on an enabled canvas or radio-group.

Define a popup menu in the form and then associate it with a canvas.

DEAR,
JUST CLICK ON POPUP MENU ICON ON OBJECT NAVIGATOR. AND CLICK NEW(+) ICON. THIS WILL CREATE A NEW POPUP MENU.THEN RIGHT CLICK OF THAT NEW MENU ITEM, A MENU COMES, SELECT MENU EDITOR. THIS WILL OPEN MENU EDITOR, DESIGN MENU HERE.

u must attach this menu to any item to make it working. go to property plt of that item , here one property appears i.e. popup menu, there u specify that menu item name.
run form,place cursor on that item right click, wow menu appears.
