How can attach component in form?

If this component is an activex control then register it with this command REGSVR32 path.I fnot then mak a activex control and register it.After register that control openn form bulider take a active x control form toolbox and draw it in form right click on that object and select INSERT CONTROL.When you saw active x control select your control.After that goto IMPORT OLE LIBRARY sub menu and import its methods and events and by the use of that methods utilize your control.If any problem then saw a topic created by me in this forum name "CHECK HOW FLASH BUTTON WORK IN ORACLE DEVELOPER".This give you great assistance.
