Your HTTP server is already running and you are trying to restart it. See http://www.oracle.com/technology/support/tech/sql_plus/htdocs/faq92.html#A4916 -
"Why do I get a "FastCGI: CreateMutex() error" when I start up iSQL*Plus/Oracle HTTP Server?
If you try to start up the Oracle HTTP Server and get the following error:
[alert] (5) Access is denied: FastCGI: CreateMutex() failed
Syntax error on line 92 of %ORACLE_HOME%/sqlplus/admin/isqlplus.conf failed
to create FastCGI application accept mutex
It may be that the Oracle HTTP Server is already started, perhaps as a Windows service. If you want to restart the Oracle HTTP Server, shut down any services or processes already running for it, then try restarting it again."
Best regards.

That doesn't mean that the server is not running. Just that the page cannot be served. Try looking at the access_log and error_log to see if you can gather more info about the problem.
Best regards.

Hi,
I found both the files - access_log and error_log but I'm not able to understand it. Am attaching both the log files, could you please tell me what's wrong?
Thanks and Regards,
Mumtaz Sheikh
