All public APIs and open interfaces are documented in the user guides. These can be downloaded from OTN. Usage of the CUSTOM Library is described in the Application Developer's guide, also available from OTN.
Most of what the CUSTOM Library has been used for can, in 11.5.10 onwards (and in some earlier versions given the correct patches to the Application Object Library), be done using Forms Personalizations. For more information on see Note 279034.1 on Metalink.
