You can stop the net send mesages by stopping the Messenger Service. This can be done in Windows XP, by right clicking my computer, manage, services and applications, services, windows messenger then right click it and click stop. This will block incoming and outgoing messages beceause the service will not be running.
Net send will only work on Windows 2000/XP
It should be similar to disable on Windows 2000
Hope this is useful ;)

Hey there you have to setup the Start Parameter for the messenger service. I think on your computer it will be started automatically each time you reboot your computer. You have to set it to manually then you can choose whenever the service should be available.
Another Problem is that the Messenger service is used to receive Net Messages not to send it.

You can net send messages in win98 by going to Start/run...type in winpopup. as long as the popup is running you can receive messages.

Most likely you didn't change the Startup type to Manual. So when you rebooted it reinitialized itself. Double check that setting and let me know if that was the problem.
Thanks,
