I have a production server running and has all the backup files.
What I want to do is that copy all the existing environment to a windows server and then recreate the database so that it will be a kind of DEV environment

What will be my starting steps and what exactly needs to be performed to acheive the desired result

And everything that you can find obout cloning database, there is no big diference between moving from UNIX Razz

do a fresh installtion of oracle s/w and then do a full export/import of the database from unix to windows platform.

There is.
You cannot just copy files between UNIX and WINDOWS machines.
When there are different OS involved, EXPORT / IMPORT is the only method.
