Your installation wasn't successful.Uninstall the complete package.Delete the Oracle Key and all keys under ODBC in Registry.Delete all folders of oracle(some remains even after installtion).
Install again.
You need to MANUALLY cofigure the 'Database Configuration Assistant'.(start/programs/Oracle-OraHome8i/Database Administration/Database Configuration Assistant.The database creation takes some time(approx 5 mins in 128kb machines,could be more than that).
Hope this would solve the problem.
