I believe this only happens on P4's faster than 1.6GHz. Here is the information from Oracle Metalink:

- Installer fails when running on a new Pentium 4 (IV)
processors. Any platform that uses the Intel Pentium 4 processor, with the Sun
JRE and Symmantec JIT will encounter this problem. If the version of the
processor is unknown - go to the Intel Website. They have a tool called Intel
Processor Frequency ID Utility which can be downloaded. This will give
processor details.
fix:
There are several workarounds for this problem:
1. Apply patch 1507768 available from Metalink.
2. Copy the contents of the installation CD to Harddisk and rename all
occurences of the file symcjit.dll.
3. Use the Oracle Universal Installer that is shipped with Oracle 9.0.1 or
higher.

Description

When installing Oracle 8.1.x Server Products with the Oracle Universal Installer on machines that use the Sun JRE and Symantec JIT, the installer hangs.
Specifically for the Windows platform, versions of OUI lower than 1.7.1.9.0 will encounter this problem.
Likelihood of Occurrence
~~~~~~~~~~~~~~~~~~~~~~~~
Any platform that uses the Intel Pentium 4 processor, with the Sun JRE and Symantec JIT, OUI version 1.7.1.9.0 and earlier, will encounter this problem.
Windows NT, Windows 2000 and NetWare platforms are confirmed to be affected.
Possible Symptoms
~~~~~~~~~~~~~~~~~
The failure typically is that the affected application simply terminates.
Workarounds
~~~~~~~~~~~
Solution 1.
1. Obtain patch number 1507768 from Metalink
2. unzip the patch
3. unjar(unzip again) the contents
4. Go to the directory
.cdDisk1stageComponentsoracle.swd.jre1.1.7.301DataFilesExpandedjrewin32binsymcjit.dll
rename symcjit.dll to symcjit.dll.ori
5. Invoke OUI and install OUI to disk
cd .cdDisk1installwin32setup.exe
6. Use the installed OUI to install the RDBMS
7. Invoke OUI from the start menu, and install RDBMS software.
Solution 2.
1. Create a temporary directory on your server.
2. Copy the contents of the Oracle RDBMS Server CD to the temporary directory created in step 1.
3. Search the directory structure created in step 1 for the existence of the filename symcjit.dll.
4. Rename each copy of the symcjit.dll to symcjit.old.
5. Run the setup.exe from the installwin32 directory and install Oracle 8.1.x.
Patches

Currently there is not a patched installer available to deal with this problem, one of the two workarounds listed above must be used.

i had the same problem and this is the fix
1, Install the latest sservice pack sp2
2, copy the whole content of the oracle 8i on to your TEMP directory.
3, Rename a the file symcjit.dll to .old
4, in the istall folder open it go to win 32 and run stup from there.

I have followed all the steps stated in the article "Oracle 8i installation on P4 with NT/2000" but still facing the following problem with Oracle 8.1.6.
1. I have copied the oracle 8.1.6. installer CD contents to my HDD
2. I renamed the SYMCJIT.DLL to SYMCJIT.DLL__. I have found only one occurrence of this file.
3. While installing it complains that the database configuration assistant installation failed. In the details window, it states that the SYMCJIT.DLL not found.
4. Now I renamed the SYMCJIT.DLL__ to SYMCJIT.DLL and clicked retry. It still fails.
5. Since Database Configuration Assistant was failed to install, it does not install the starter database also.
6. Now since Database Configuration Assistant does not exist I can not create a database manually.
Please help.

First You copy the Oracle 8i Enterprise edition 8.1.6 CD on your hard Disk.
Remove Oracle key from your registry editor, by using regedit.exe from HKEY_LOCAL_MACHINE / SOFTWARE.
Remove the installed Oracle Folder from your hard disk.
Now you can start the installation from the directory in which you have copied the Oracle 8i CD.
There is no need to rename any file.
Everything works fine.
We have already faced this problem, and came to this solution.
You can also try this.

I can not install oracle 8i in P4
my main board is "giga 8ir533"
and my memory is "256K ddr"
When i watn to execute the oracle universal installer
form the CD in windows 98 the error of program was "page fault"
and when i want to execute the oracle universal installer
in windows 2000 advanced server the program did not return an error.
Please help me.

Solution :
1.Copy the Oracle 8i database Cd to your hard disk.
2.Search for the file symcjit.dll and rename it to any other name for example symcjit.XX or .old ...
3.This file actually responsilpe for displaying the installation wizards when you kill this file you can get rid of Java -Microsoft Probs. in addition to intel P4
4.Install the Oracle 8i folder from your hard disk drive to a c:... path
