What is oracle using for its development for forms/reports in Oracle Apps release 11.5.10. Is it completely JDeveloper? What softwares we need to learn so that we can customize forms/reports in this new release?

Oracle is using Developer 6i for most of the report/forms. From what I have seen and dealt with, you don't need to use jdeveloper unless you are working more with the portal technology and the html pages or 'i' part of the application.

Look at the Forms product page on OTN. Oracle have recently published a Statement of Direction on use of forms 6i, forms 10g, and JDeveloper for R11i development.
