on how to creating new users and assign privilages
for 11i .

If you work on 11.0.3 then I hope you dont have any problem making users in 11i its same.
Go to System Administration priviliges and then in menu go to security then users and then define option and make user from there.

Best this for you to kick start of Apps SysAdmin would be from Oracle Applications System Administration Guide.This will be available as pdf in the Documentation CD.
