To the best of my knowledge, Oracle Releases 8.1.x were never certified for Releases of Red Hat Linux above 6.2. More specifically, to address the issue that you had raised in your question as regards compatibility with the 2.4.x kernel, Oracle 8.1.7 requires glibc 2.1.x and hence a downgrade is required.
You can have a look at this article that details the Install procedure for Oracle 8.1.7 on Red Hat Linux 7.1. It's pretty informative.

You'll see that he recommends the use of Red Hat Linux 6.2 instead. Alternatively, you might want to try Oracle 9.0.1.
