How can I figure out how many GHz of processor power would be required on a 64-bit RISC platform (specifically Sun) to support a planned data warehouse application with the following characteristics:
2000 registered users, 200 max active
2 terabytes of data
50/50 mix of canned reports and ad hoc queries

that totaly depends on how good the desing of your DWH has been done and how you/your developers use all the DWH features provided by Oracle.
Because you probably don't know what kind of queries the end users are going to execute nor which marts will exists and how they are designed it's realy hard to make any estimation.
I would recomand you to begin with a sun fire12k 20 CPUs and about 40G Ram. In case that shouldn't be enought you can still upgrade it to over 50 CPUs and almost 300G Ram.
