If you have a static file to include, could try coding in the tags using something like this "<!--#include file="filename.html"-->" -- test your application against the browser you plan to deploy it for. You may also be able to use the liveHTML cartridge to do server side includes on OAS. Apache may have something similar. And I guess the brute force approach of using UTL_FILE to read the file into PL/SQL and then writing it out in the final document would work too.
